Its used to express amazement when someone who normally doesnt speak, or shouldnt speak does. It draws attention to the speaker, usually in a bad sense. It is most often sarcasm, but can be used in a positive sense as well. You are the one to talk is never used in a positive sense.

It would depend on the content of what was said to prompt such a response.
In most cases it would mean something in the line of one's judgement. To make a comment about someone/something that also describes/references the person making the comment.

Yes. It can be spoken in kindness too.
For example, if someone says :" you are so beautiful", the other person can smile and say:" look who's talking!" as a complement back.

They're about the same.
