Buy inexpensive wooden lattice trivets at Target or Pier One. Make small holiday breads, wrap them in colored plastic wrap, and tie them to the trivets with ribbon or wooly tie. You can make the loaves ahead and keep them in the freezer until gift-giving time. Butter cookies, made with a cookie press, with colorful sprinkles on top would be a lovely gift, presented on a festive plastic cookie plate. Print up the recipe, roll it in a cylinder tied with a ribbon, and include with the cookies. Candies in with the cookies would be good, too. Or maybe you can find inexpensive CDs of holiday music. A Christmas cactus in bloom is a nice gift; it blooms each year right at holiday time. Holiday guest towels or packets of cocktail napkins with packages of sugared nuts would be nice. Let's face it--it's just a little something that extends your best wishes for the season. That's why something you've made yourself is a lovely gift.

Cookies you made or home made bread like Pumpkin Bread, Cranberry or Banana Bread.....many like that and it's easy. The baking tins can come in small sizes...wrap with colored cellophane and a red bow.
Pretzels dipped in White Chocolate in gift cans or boxes.
Boxes of candy.
Lottery ticket or tickets.
A movie pass.
A $10.00 Gift Certificate ....to most any store .......some apply to books or CD's. Or stores like Walmart and Target where it can go to anything they buy (wide variety).
Gift Certificate for a popular eating place.
Christmas Ornaments (but some have a theme going on their tree).

Notepads (i saw some at a staples store for only $3) Pocket calendars Small wallet Home baked cookies (anyone appreciates these no matter the age) A bag filled with makeup goodies (lip glooss, nail polish, body spray) Earrings or a ring (they are inexpensive at small girl stores at the mall) A bag filled with hair goddies (a brush, hair ties, small mirror) Remember it's the thought that counts! If I think of others I will come back to add them; and I see people said money or gift cards, but for 15 people, and you did say INEXPENSIVE, that's a bit much.
I would suggest too, looking for some of the items above on clearance at TARGET (one of my favorite stores). I got the best photo album in there today that had been $15 for $1.64!!!! When they do mark downs, they REALLY mark it down! Just think, 15 of those photo books would be 24.60!!

How about some christmas candy? A nice christmas coffee mug gotten at the dollar store with some holiday hershey's ksses in it. I work in an office and almost everybody loves chocolate; I must admit also, that when it is brought to the office, it goes very fast. Here is another idea from a website that I found:

That is sooo easy!
Instead of buying your co-workers bulky presents, buy them GIFT CARDS.
Buy gift cards from Walmart or Target (if you are in the US).
You can put however much you want on the gift card but I suggest putting $10 on each gift card. They can put the gift card in a little gift wrapped box if you choose. Gift cards are hard not to like and this way they can spend it on whatever they want or need. Plus, you don't have to worry if they are going to return the gift. I get more compliments on Gift cards than any other actual bulky gift.

People appreciate handmade christmas cards over boxed christmas cards and they hardly get thrown away!

candles, money holders, bath items,stationery, food baskets, or a mix neatly wrapped for cookies, ( they sell them in stores) I have been buying things in sets of 6 or more from QVC and dividing them up and giving them as gifts. popcorn tins, ornaments with year on them in work place colors maybe, a book you enjoyed reading, Warm wool socks. Try buying trial size things and putting a few in a gift bag for gift. maybe even put a Christmas CD in there as well.

depending on what kind of work you do ! For me all of my customers will get a little 6 piece pack of Holiday Petit fours for Christmas . It's affordable and sweet . How about getting them a movie pass ? This will be affordable too

I would definately go with scratch-off lottery tickets. They are inexpensive ($1-$20) and they can turn into much more. I don't know about everybody else, but I hate receiving homemade gifts such as crafts. I just end up throwing them away.

I would go to a local dollar store and get mugs and some of that plactic like wrap and ribbon. Then fill them with candies or get a box of hot chocolate packets and put on in each and just little stuff like that. Its suitable for anyone and its cheap.
