Oddly enough, I hand them out to homeless people who approach me for money. I keep hand knit hats, mittens, and scarves in my car and when I see people carrying signs that they are homeless and need help, I hand them one of those instead of money. I live in Boston, so can't imagine standing on the street without your head covered. This serves the purpose of keeping people warm AND getting me away from the whole "confronational" begging-for-money situation.
Plus, I notice the homeless population of Boston is looking much more stylish these days. :)

If they are small sized, try a local hospital nursery. Preemies always have hats on in the nursery. Local schools, stores & other organizations that help out the less fortunate at christmas time.

If you are looking to make money off of them, sell them on e-bay. If not, the Salvation Army would be willing to take them. You can also ask around your neighborhood for families in need, and take them to the families yourself.
