I don't know what you're talking about for the guy... but for both, it can determine the height of the person. However, foot size can be changed, however painful it is to do so. In older China, many parents would tie their daughter's feet to boards so that they would be smaller. This was because smaller feet were valued. Also so the girls couldn't run away...

No, and neither does the size of a guy's foot. Plenty of small footed men are well endowed and plenty of big footed me are lacking in that department.
