I want to fade a photo so I can add text and fade it to use as a background for a web page

you can use irfanview to fade jpegs.

Shift-G gets you into the control panel and you can preview "before vs. after" pics until you get it right.

Photoshop it! Well, there are other programs that will do the trick but in Photoshop you just need to select your photo and adjust the opacity. I find that something between 17 - 35% is a good range. Save it as a jpg. Make sure you size it properly too - as a background it will tile at that size.

Scan the photo into your computer.
Then, use a photo shop software to
make picture fuzzy.
