There is a ton of intelligence/creativity among the people of that area.

Do you think that as Northeast Asia and its people develop economically and socially, it could one day become a world center technological research and innovation?

You did not say where Northeast Asia is. I assume Japan, Korea,East Siberia, Northeast China are included.
Yes or maybe. It all depends many factors. One factor , weather, was mentioned previously by someone.
Research and innovation depended on political climate too.
No research funding will be ready if the political climate is not right.

Very unlikely that Northeast Asia will develop as the weather is the main factor.There is simply no side-stepping that factor. When governments or companies plan research centers, they have to also plan for the comfort of the people and recreation, and around the Sea Of Okhotsk and northward, it is inhospitable. Even the areas of Northeast China are lagging far behind the more favorable climate further south. The areas that are most productive and usually most creative are between the 30th and 50th degrees latitude. While you didn't identify the specific locality, most of Northeast Asia is outside those parameters.

it already is and so is SE Asia. The USA is already on its way out.and starting to crumble. The USA better start to be a little nicer to the world or the USA will be left in the dust by 2020.
