It doesn't matter, if you weren't physically born on the soil of the united states, you can not become president here. Even if both your parents had centuries of American heritage.
Also you asked if your dad is American and your mom is German, what does that make you? It makes you a great combination. I have a lot of German relatives by marriage. It's a nice mixture.

If you were born on the base you probably would be considered an American citizen other wise you would be considered a duel citizen until you were or are twenty-one then you have to choose which citizenship you want to hold. My granddaughter was born in Italy she is an American citizen I am almost sure you could be president if you met all the other requirements. Some one wrote about Arnold S. he will never get that changed I wouldn't vote for that and I don't think anyone else would vote to change the constitution to oblige Arnold or any one else.

According to the Constitution you must be a "natural born" citizen to be President of the United States. If you were born on an American installation while your parent was actively serving you may be able to.
Of course, you must be at least 35-years-old and a have few million in the bank to run an effective political campaign.
Is location of birth you biggest obstacle?

As long as you are a natural born US citizen, you are okay. Usually Germany makes you choose between having a German or US citizenship, at least years ago they did.

As far as I know you have to be born in the U.S. to qualify to be president, unless that has changed recently. In all likelyhood you do qualify for dual citizenship.

The base is technically American soil. If not you would have dual citizenship and stil be able tobe prez.
