Is there a free way to make programs?

I am tring to make a program but all the programs cost alot but is there a free program to make programs like a .exe

Depending on what language you are planning on writing the program with there are some solutions outhere. If you are planning on using .Net langauage you can use Visual Studio Express or if you are looking into java you can use Java SE. Both of these I believe should be free since the last time I checked.

For C/C++ download cygwin, that will give you civilized Linux commands and the Gnu C and C++ compilers.
