Febreeze works, but then the smell comes back....it will probably go away after a few weeks, open up the windows (if the weather allows it) and air the place out

Unfortunatly, I trully believe your odor is coming from under neath the carpet. This has to be a padding issue.Odors are caused by bacteria, more than likely pets lived there before you.Cleaners only aggravate and activate the odors cause cleaners do not antimicrobialize.Bacteria being a living micro-organism needs to 1 be digested by a stronger bacteria [enzymes] or killed with microban.But still going to have odors until padding is replaced.Try a blacklight going over the carpet looking for floresent stains, this will need to be done at night with no lights on.Or pull the carpet from the corner of the room, any yellow stains on the backing will be urine. Maybe ask neighbors if last tenants had pets.

I was an apartment manager for several years. You have a right to a clean apartment. Could the smell be coming from other apartments?? That is the first thing I would have the manager check.
You didn't really describe the smell. Does it smell dirty, like food, smoke, mold? I would definitely get the manager involved.
If it is something such as a mold issue it will affect your health (doesn't matter if you are "allergic" or not) and therefore the maintenance team would need to get in to fix it (you should not be responsible and the cost wouldn't be yours).
Hate to say it, but if the smell is really offensive it may be a dead animal or something in the walls. Should be a relatively minor fix. Again, not something you will be responsible for.
If it is just someones cooking or smoking then you might have to deal with it or ask your manager if it is possible to another apartment.

I like the other answer about opening the windows and using febreeze. If you do get some febreeze, use it every day for a couple of weeks, it does kill some germs, especially the one made to reduce allergens.
I would also get a nice air freshener that you can plug in somewhere, they have some nice ones that work well at bath and body works. Or get a couple of candles that smell nice and light them every so often for a little while.

It's possibly mold and mildew within the walls, if so nothing short of replacing the Sheetrock will remove the odor.
You can have a mold inspection which is very expensive. Or you can move out.
If you break your lease your landlord may have the right to keep your deposit and hold you to the rest of the lease period. Or you can go to court and claim that you are allergic to mold.

You may have to have the carpeting replaced. And painting the walls and ceilings can take some of the odor away, if not all of it!
