If you are simply looking for a quick web page wher it is not important in terms of what it looks like then I would suggect that you just get a cheap web host when you register a domain name (I assume you want your own domain name or have one?) You can register or transfer your domain to a service like godaddy.com (you get a free email when you do this too) and buy an inexpensive host plan. They give you simple content development tools that will help you toss a site up within hours after it is set up.
If it matters to you what the site looks like, if you expect a lot of trffic (want a lot of traffic), if the size of the site might be significat, if you have "future plans & specila requirements be aware that the "cheap" site offerings are often not going to satisfy a lot of customers. I have deployed $100,000 web sites and "home spun" simple sites for family and friends. What you need to do is define your requirements - bulid a site map (what your site is going to present to the public and to the private if applicable, ecommerce, blogs, downloads, datatbases, member areas, streaming... and the list goes on. Based on the link you presented I would guess they have a template they will throw up on the web, you will supply some content and graphics if you have them - nothing special. They may or may not assist with graphics (might be extra depending on requirements). Note that it does not look like they are including hosting so that is a separate purchase.

It's kind of a scam: you might get a site, but it won't be of any use to you. Remember: You get what you pay for. Why do you need a site. Do you want your business to look like a professiona establishment? Do you want people to be able to find you? Do you want to seem legit?
I looked at this company's portfolio. You can buy the templates this "designer" is using on eBay. I bought 1,000 templates on eBay 2 years ago for $0.99. Included in that package were the 3 sites listed in the portfolio. Of the templates that I got for $0.99, those three were some of the worst (there was one worse tier, and about 10 better tiers of sites). That is one reason why it sounds scammish to me.
The other: they don't even have their own domain name. Check out http://www.atspace.com. That's where their hosting their sub site. How do you expect them to get your site looking professional if they can't even get their own site looking professional?
might as well spend $0.01 to $2.00 on eBay and do it yourself.
enter "website template" on eBay and you'll get 500 results.
Recommendations:
Save your money. This company sounds bogus.
Register your own domain name at http://www.godaddy.com - NOT thru this company. You'll have nightmares if you go thru edgedesign
If you are going to spend $, spend a bit more and get a real web developer. The company you found might seem cheap, but you'll get what you pay for.

Learn to do it yourself. W3 School will teach you everything you need to know.
Then you can download NVU and Gimp. NVU will setup the pages for you. Gimp is an image editor. Both are free.
