What are storm flaps for?

I was looking at a coat to buy and it has these storm flaps which make it look not as nice and I was just wondering why it is there? What are storm flaps for and what does it mean when there is a vent in the back of the coat? Thank you.

The back vent lets out hot air when you are walking or doing physical activity outside in the cold. Keeps you from sweating as much.
