It only runs on Windows SP Service Pack 2 (SP2), Windows XP Professional x64 edition, Windows Server 2003 Service Pack 1 (SP1), Windows Server 2003 Service Pack 1 ia 64-218 MB. Modem or Internet connection: Microsoft Mouse, Microsoft IntelliMouse, or compatible pointing device. Display: Super VGA (800x600) or higher resolution monitor with 256 colors.
So much for that part now...
Find which Windows Version you use by going to run...type in winver, click ok..write it down??
Click Start, control panel, Add/Remove programs, CHECK "Show Updates" at the top of the dialog box,
scroll down the list to Windows XP-Software Updates,
select Internet Explorer 7 RC1 Preview--OR select Internet Explorer 7 version that is listed,
click change or remove, then go to the link below to choose which install that you need. http://www.microsoft.com/windows/ie/downloads/default.mspx
When re-installing it should remove the previous version.
If I were you I would check the procedure above or just simply find the file and reinstall it hence rewriting over it.
Try it then if you want write me if you have problems...I can walk you through it like most of my friends lol There is also a blog for help @ microsoft but I would have to look it up. Make sure you turn off anything that may block the download, AND call waiting on modem will stop the download progress, PLUS keep an eye out at the top of the screen for running the active x control.
Truly it is not as confusing as you think

Having dial up on your pc, as no relationship to why your IE7 will not work, or why you are unable to remove from add/remove or even in a safe mode.
I am sure that if you go to start menu, run, type in" c://program files, click on browser, open program files and look for "internet explorer. Try an open and see if it will allow your to delete, without saying "file is in use". If that is the case you can try going to start menu and search files. Type in : internet explorer and attempt to remove all assoicated files that come up. If you can remove most or all without any file saying, "file is being used or wirite protected then they will not delete.
Reboot your pc and go back to run again an see if you can delete internet explorer.
There is no real harm, if you go to the link below and download IE7 again, the download will remove all of IE7 and reinstall IE7 again. (When you see the option to install googles tool bar, say, or check off "no").
Hope the above will resolve your problem
