New England is where the movie White Christmas was set. I think it was Connecticut, though I think anywhere in New England, semi-rural would do it. New Milford CT, maybe.

Michigan's upper peninsula & any state bordering Canada. Colorado is likely to have snow around the Denver area. Or you could go to Canada. I don't know what state you live in but I live in the lower peninsula. When I grew up you seldom saw the ground all winter because of the snow but for some reason that iss no longer the case. Our winters are very mild now. I went on sleigh rides & I would join caroling groups. You might have a hard time find caroling since they're not advertised. Stay at a lodge where it's likely to snow.

Parts of the Northeast like Vermont and Maine. The Pocono Mtns in Pennsylvania always seems to have snow on a daily basis and upstate NY too.

Utah....Best Snow on Earth and best Skiing too! Lots of touristy things to see for the holidays while your here and even get a real horse and carriage ride around Temple Square while seeing the lights etc.
