An exclusive private school doesn't receive much gov. funds if any at all

People pay a lot of money to send their kids to these schools they are paying the school not the gov.

I don't believe private schools get any money from the government...that's what makes them private. Maybe you can elaborate on this; maybe I'm misunderstanding something.
