restart your computer
after the HARDWARE listing (IDE hard disk & CD or DVD drive aso.
when the screen goes black, hit F8 (function key, above the numbers)
choose «safe mode with networking»
when windows comes up, click OK for the warnings (Safe mode bla bla...)
click on Start => Settings => Control Panel => Add/Remove Software
remove ATI Catalyst
when the CATALYST uninstall finishes, click **NO** for restart
back in Add/Remove Software, remove ATI driver as well
at the end of the driver uninstall, click **NO** to restart / reboot (again)
start DirectX diag ( c:\WINDOWS\system32\dxdiag.exe ) wait a minute or so for the "inspection" to end;
write down the 3rd entry (Operating System)
then click on Display (possibly Display 1); copy whatever stands next to Name: (Radeon ...)
click on Exit
go to http://ati.amd.com/online/customercareportal/drivers.html
select your Windows (as given next to (Operating System) in DirectX diagnostic)
select the proper ATI card (as given as Name in Display(1).
==>> STICK TO ATI DRIVER ONLY <<==
Catalyst is a waste and useless; choose under option 2 Display driver
download the file, preferably onto your desktop so it's easy to find back.

[Start] button => Shutdown => Restart

you should get a basic windows desktop in 800x600;
start the driver you downloaded
when told so, restart.

It's hard to determine what could have happened but you should consider having someone take a look at your system and/or reinstall Windows completely.

Sometimes a repair installation saves a bit of time but from my experience it is always best to do a fresh install.

Did you see if it's in the recycle bin? and restore it from there. Otherwise, get the cd and reinstall the software.
