you're comparing a huge state school with a private university, and that's hard. First, for Wisconsin you need to look at individual programs, although the general gpa is probably about a 2.3 or 2.5, because that's the going rate for state school. NYU will be much higher, like 3.5, and you'll need extra curriculars and awesome recommendations. They are completely different schools. Make sure you know what you want out of college before you spend all that money on admissions costs!

GPA has A LOT to do with getting into any university/college. A GPA is basically your overall gradepoint average for all the classes you ever took, so it's a way for your university/college to know you.
For example, the higher your GPA, the better:
4.0 means you have an average of an A (the best)
3.0 - B
2.0 C
if you have anything lower than a 2.0, than you're chances of getting into a school are substantially lower.

It's not only your GPA that matters. It's also your test scores. You can do great in high school and still not be accepted at either of these schools. The admissions people look at your "whole picture", not just your GPA in high school.
