I would submit that a statement written without passion is in general read without impact or action.

But concerning your assignment topic.....

A statement, in my opinion of course, can also be written as a result of passion, excitement, adrenaline (as in sports or combat), reflection (which may equate to effort).

Or perhaps most importantly a statement that is written without inspiration is in general read without pleasure.
