Looks like Photoshop to me. Many types of images can be created. changed, airbrushed, or cloned could be the artists profile. For those that want to judge what art is try it some time.
I guess you don't be-live that photography is an art form either.

There are artists who sculpt with living trees, there are some very supple varieties. They have even made dwellings... This tree is a poor manipulation of a photo, if it were real, maybe it would excite a gardener or two...but it isn't art.

properly, i do no longer think it is a undeniable "type" after years of drawing anime I even have seen some issues like that yet in uncommon situations.
