How do you make an icon layout?

you know, when you put icons together to make it a layout for your myspace or something...please help me

I am not sure if you mean you wish to create an icon itself, create graphics, or hotspots. But, if you want to create a real "icon" there is a great little program that I use call Irfanview. It is free.
