Your question isn't really specific enough to answer, because I don't know if you're talking about city, county, state, or US laws. Every state, city, and county has their own system for doing things, so it would depend on where you live as to what the answer to your quesiton is.
If you're talking about US laws, the Legislative Brach (Congress and House of Representatives) introduces a law and if it passes by more than a 50% majority, it goes to the Executive Branch (president) to sign it. If the president veteos it, the Legislative Branch can still pass it if they can get a 2/3 majority vote. After it is passed, it is then sent to the Judicial Branch (Supreme Court) to make sure the law is Constitutional.
