You can make a lot that looks like an apartment building and then use controllable doors to keep some sims from entering an 'apartment'.

It's not possible to make more than 8 sims while creating them but it is possible to have more than 8 sims on one lot, Squinge has a mod that allows more sims to live on a lot.

You can make "apartments" in The Sims 2, but they will really just be normal lots where you build a house (or houses) that looks like apartments or an apartment complex.

The closest thing to an apartment that you can have (so far, as I'm hoping for apartments in a future expansion) is a dorm lot in The Sims 2: University. You can have several randomly generated roomates while staying at a dorm, but they are NPCs and cannot be controlled. Plus, every person (including playable sims) on a dorm lot select which room they want to live in when first starting the lot (which is shown by a mug shot of them on the door after they select the room).

Supposedly, you can only have a household with eight members, though you *might* be able to have more with a higher-powered computer. However, with The Sims 2: Pets, you can have at least ten members in your household (though I think any members past eight have to be your pets). Again, this may be different with a higher-powered computer.

I'm not sure about the normal neighborhoods but, if you have the University expansion pack you can make apartment like dorms. I downloaded a lot with 4 small two story buildings, each floor being its own "private" residence, to be used on campus. Unfortunately, it is not available for use in the regular neighborhoods as far as I know.

Search the BBS and see if someone has figured this out already.
