I'm not sure....probably whichever countries lack the money to fund the orphanages and have weak or underfunded social supports (Moldova, Bangladesh, North Korea)...In a documentary it came to my attention that some orphans in North Korea are left to die. Watch the film/documentary called "Children Underground" about the orphans in Romania...AMAAAAAAAAAZING film, and you'll see the kind of things some orphans have to endure.

growing up in indonesia, and living in many parts of the world, i would say it depends on what you look at. Here is my criteria for judgement.
1. economy
2. land resources
3. access to services
4. land use in general
IN my view, i would count africa to be the worst area for an orphan and ethiopia. I would not say a country but i would say what is the ecosystem the people are in that counts. it's economy is not as strong, there is very little land resources because it is an arid land, you have no services for miles or non at all, and the land is not even habitable for living in. If you were an orphan you would find these lands very difficult to live in.
