My Netbios is the only Non-Plug and Play that isnt working properly. And its not the network card because i reinstall a new one to make sure.

You do not need netbios for Internet. Un-check it if you are not sharing files or a printer on a network.

Now, regarding your tcpip, open network connections, right click your new "local area connection" and select properties. Click once on "Internet protocol" and click on properties. If you have a standard setup, both the automatic radio buttons should be set.

Did it detect the card properly and install the drivers?
Is the cable from the card to the router/hub/switch/modem good?
Is the network light on the card lit up?
Are you plugged into a good port?
Is the light on the hub/router/switch/modem on for that port?
Can you ping to the router/switch/hub/modem?

Nothing uses netbios any more> You don't need it.

it could be a fault with you web browser (Internet explorer, Firefox) I recommend to get the latest web browser as well as getting Firefox. It's much better then internet explorer.
