Ping is used to test the link status of other IP addresses on the network. It uses ICMP to attempt to exchange a test packet with the other IP address or group of addresses. It only tells you that the data link layer is operational on the system using that address, meaning that it can indeed accept and transmit IP protocol. It does not tell you if a web site is operational on that address, or any other application level service. If there is a web service running on that address, (typically a service on port 80) it could be disabled, not started, or in some kind of trouble and the IP address will ping just fine.
