The factors were that MIR, the first true space station, was getting old and it was time to replace it. In its time, MIR provided answers to many questions regarding health in space. The ISS, was designed as the first step towards getting to Mars, with much of the necessary research being performed on ISS. It is still living up to what we put it up there for: mixing purer medicines, advancing knowledge of space, and a possible lead on a cure for diabetes.

Russia had a lot of experience with Mir and cheap rockets to launch cargo and people. The US had the shuttle and a lot of money.
