and another is held by a former moderate democrat, now independent, who often sided with Bush.
The idea is that these two independents will side more often with the democrats.

It is difficult to say that one particular party controls the senate. For instance, our new senator Bob Casey-D from Pennsylvania is pro-life and pro-gun. Senator Webb-D from Virginia is a former Republican from the Reagan administration who became a democrat because he was "disgusted" with his former party. There are several moderate democrats from the South, but on the other hand, there are many moderate Republicans as well. Senator Arlen Specter-R from PA is pro-choice, pro-gun, pro-civil unions, anti Bush's habeas corpus bill, and he sponsored a stem cell research bill that was narrowly defeated. The fact is that leading by 1 seat is not a very strong lead when several democrats are known to switch sides. The net effect is that the Senate is more moderate, which is important from a legislative standpoint. The significant democrat lead in the house could lead to several bills that are more to the left of center. The moderate senate could amend those bills to make them more moderate before they go to our Republican president. This will make it easier for a bill to be passed as it is more likely to be signed and not vetoed. Nevertheless, expect Bush to use his veto power more frequently now.

The most accurate statement is that about 10 or so moderate senators control the senate, because they can and often do switch sides. McCain-R sponsored a bill that gives amnesty to millions of illegal aliens, which Bush agrees with. Expect that bill to be reintroduced and signed on by both the democrats and the president.

Right now, the Senate is still in Republican hands. The current Senators make up the 109th Congress. The elections this past week were to elect the members of the 110th congress which will convene in January.
