The answer is actually ambiguous considering that you have to take daylight savings into account.

Arizona does not have DST. Israel does but not at the saame times as North America. Israel declares DST earlier in April and goes off of it early October late September (?)

The most accurate thing I can say is that Israel is +2 hours GMT.
