No. Payment of taxes, residency, and voting are completely separate issues. Voting, participating in the government of a country, is properly restricted to citizens of that country. In fact, by law, an American citizen who votes in another country's elections forfeits his American citizenship.

No. They get enough for their buck now. National security, police and fire protection, the finest highway system in the world, clean water, equality in opportunity (in most cases). Voting is reserved for citizens.
