I would have to say Kevin Spacey in The Usual Suspects.

Definitely either Darth Vader or the Emperor. They are both STRONGLY tied to the dark side of the Force and embody evil. While the Emperor is portrayed as the incarnation of evil (in a sense), Anakin is more likely the better villain. Evil guys are always more powerful when you know their entire background. Star Wars episodes I, II, and III gave a great example of how an innocent boy can grow up to be so cruel. In Episode IV, Vader is extremely ruthless and vengeful, a standard baddie. But knowing that Anakin went from being just a normal...pod-racing gifted jedi kid...still a kid though, to one of the most memorable villains of all time increases his villain level. For the record though, I think the best villain in anything is Sephiroth (Final Fantasy VII, Final Fantasy VII: Advent Children)

Ask the american film institute, and you will know who was the best villain. (The guy placed at first place) Look up in wikipedia AFI's 100 Years... 100 heroes and villains and look and the villains section the number 1 spot

i would have to say freddy kruger is the best horror villain and robert patrick's t1000 was the best action villain and i thought john travolta's role in swordfish was the best suspense villain and i would have to say the best classic villain goes to bella ligousi' dracula
