My fish did this same thing when I moved them to the new tank. My biggest comet stayed right under the filter for a little over a week. I was worried but just watched it for other signs and eventually it got used to the tank. It's probably just trying to get used to the new environment. I wouldn't worry unless it starts shows signs of distress or disease. Did you properly setup the tank prior to adding the fish? Allowing it to cycle for a few days before moving them? This can cause it too.

The gold fish should have their own tank. They should not be put into a tropical tank. Tropical fish need warm water. Gold fish need a different environment than your tropical fish. Allow them time to adjust to cool water or they will get ich. Don't put them directly into cold water. Do it gradually with several changes of water each one a little cooler.
