There are many many semi-famous actors and actress in equity and community theaters across the nation. I have worked with some of the most outstanding and professional people in Theater, Opera, and musical theater all over. A theater house will often hire actors from C.A. or N.Y. to travel to their theater to and provide housing on top of a pay check. (A lot of actors actually make a decent living this way... if they are good enough and have earned a positive reputation, they begin to get more exposure and more jobs, eventually moving them into the bigger cities where they either make it or flop.)
Get involved with your local film council, and talk to people in the industry in areas that are close to where you live... talk to local directors and actors that have worked the biz in your area... they will know what agents to go with and which ones you need to stay away from. (though if your interested in pursuing this on your own, a good place to start would be to look at some of your local modeling agencies first)
I guess what I'm saying is that you DO NOT need to start in a city like L.A. or NYC to get to be famous... work in the theaters, TV studios, and film studios "putting in your time" and if you work hard you will get noticed eventually.

First, you have to live in New York or LA. Chicago or San Francisco might be okay too if you only want to do theater.
Second, you have to know somebody. Sorry, but that's just the way it is. There are tons of way to meet people who work in entertainment. You could go to an acting conservatory or a drama school. Usually they have showcases where agents and managers come to see the students perform. You could also get a student internship at an agency or casting office.

Take acting lessons for the next 10 years and then go on auditions, for roles that are right for you. Acting is a dificult business. Most actors make very little money as performers. You are not ready for an agent. An agent will ask to see your acting resume. He will ask you to audition with a well-prepared monologue. How many years did you study acting? Where did you go to acting school? How many years? In which technique did the school train you? What dance are you best at: jazz, tap, ballet? What is your vocal range? Which instruments do you play? In which dialects are you proficient? Which foreign languages do you speak?

Get involved in school or community theater wherever you are. If you have talent you will be able to move on from there. You don't need an agent until much later.

First, move. Then get experience. There is a lot you have to accomplish before getting an agent. And if you are in it for fame, you aren't in it for the right reasons.
