It was likely an undocumented accident that occurred during copper smelting. It may have been discovered a dozen or more times before someone realized its significance and then a few more times before it was actually documented. And, since it wasn't identified as iron - but just some hardass stuff, it was categorized as a different type of discovery. Until the iron was recognized as an element, the refining of iron was called too many other things. Its first documented use would have not defined its discovery as it would have been discovered well before it was finally documented. The answer has to be left to the ages.
Wilkipedia says that the first signs of use of iron come from the Sumerians and the Egyptians around 4000 BCE

Og, the caveman discovered it during the Iron age and used it to make crude tools. How he discovered it is lost to history.
