You know, you really should proof read your question for grammar and spelling, etc., before you post it.
That aside, I think I understand your question. I have to tell you that I think there is a difference between 'smart' and 'intelligent'. I think that smart people are those who have acquired and retained a lot of knowledge, most usually through formal education. Intelligent people are able to assimilate knowledge (with or without formal education) and are able to apply it to and use it appropriate situations. Some of the most intelligent people in the world have very little education.
I think that intelligent people are born that way, but just being smart is something that most people can accomplish through hard work.

It is both. You can have average intelligence at birth and aquire knowledge by applying yourself. You therefore can increase your I.Q. by education. You are also given a certain amount of inherited intelligence ability to work with, some people with smart parents are also smart themselves. There is an element of environment too, what is available to a person, what not.

It depends. There are different intelligences and different "degrees" of knowledge. For 99.99999999999999% of human beings on this planet, intelligence comes from hardwork and experience and not by birth. Usually, someones' intelligence can by judged by the degrees they posses and work history.

Ahh.. nature vs. nurture. Some people have a natural predisposition to be more intelligent than others, but it is our life experiences that shape how we use that intelligence.
Think... our birth DNA loads the gun and our environment, experiences, and effort fires the triggers.

I think that you can naturally be more intelligent but that doesn't that you have more power over any one else.Unless you learn how to use and develop your intelligence to your advantage.
Though i think that you can also acquire intelligence with hard work, and mastering yourself and through that experience you can grow that intelligence.
yeah that made sense.
well i guess that you can get that intelligence both ways in my opinion.

Some intelligence is genetic and most people take advantage of it by working hard.
Some people just work hard to progress through life.
We all get there eventually.
