In Germany (where I'm from...) and in most other European countries everyone gets a Personal Identity Cards when you turn 16 (respectively 18, in some countries).

As far as I know the driver's license is used as an ID card in the U.S. But what happens when you don't have a driver's license? What do you use as ID card which is recognized throughout the U.S.? Thanks for the info!

Don't know what it is like in Germany but in the states you have to pass a written test and a driving test to get a license. If you don't drive you still go to the department of motor vehicles and tell them you want a state ID card. which looks just like a drivers license only it said id only not for driving. You don't have to get a new card every time you go to another state. It is legal anywhere. The only time you would really want to change it to the new state is if you want to vote or buy a fishing license or anything that proves where you live and how long you have lived there. You have to bring in two forms of ID to prove who you are and where you live before you get issued an ID.

A state issued ID card that looks much like a Drivers License. FL does this, and I would assume the other states have a similar program.

The Commonwealth of Pennsylvania also issues identification cards, to those who request them, and pay the ten dollar fee. I do not believe one can hold an I.D. card and a driver's license at the same time.

Here's a link to the application form. It lists the acceptable forms of identification one may present, when applying for the State card.

Washington State has state I.D card.
Looks alot like D.L ....
I suppose you could get a passport.
I went by a club here in Seattle and Passport is listed as acceptable I.D.
But I think State I.D would suffice.
