Take him to small claims but if he has given up any rights to the child he may not be liable to pay for anything contact a family lawyer and see where you stand the best thing to do is research and find out everything you can before you go after his settlement.

Go after him! Whether or not this settlement involves him, you still should get something down in paper with the courts. Your state's attorney will represent you for free, as the custodial parent. I'm in IL, and in my state when a father is delinquent, you AUTOMATICALLY receive each and every one of his tax returns (IF you have a case on file with the state, of course). So even if you don't get in on this $$, they can still go after him to recoup what you're owed. Also, my ex at one point owed me close to $7000. He ended up getting arrested on another charge (on national tv, it was great...anyone remember the infamous White Sox/Royals game a few years back???), and had to post $25000 bond. After his case was settled in court, they took MY money off the top, before refunding him what was left in his other case...even though the support order and this court case were in different counties. You need to contact the Attorney General's Office and find out what is going on with your case. You can also go to supportkids.org or supportkids.com. This is an entity that fights for you and help you get court ordered child support owed to you when the amount is over $5k.

get a child support case which you should have if you have a court order and they will just garnish what ever is owed right out of his settlement do so fast before he gets the money and they will hold it for you....

All of the answers so far are good ones, but before you set yourself up for more financial problems with hiring a lawyer, make sure that the settlement is for both your ex and his wife. If it is only in her name, you are legally not entitled to any of it. It sucks, but that is the law in all states that I have researched.

Contact the prosecuting attorneys office and file papers and let them know of his large settlement, and file for back child support along with current child support, don't let him get out of his responsibility. You and your sons deserve it.
