I once saw a condom that only covered the penis head and the rest was bare i was wondering where could i find that condom again

The 'condoms' you are referring to are known as dental dams and they are not to be used for sexual or anal intercourse. They are designed strictly for oral sex.
I haven't seen the mini-condom kind around for ages so cannot suggest a source. But you could always just use a regular condom and unroll it to just cover the head leaving the rest trapped below the bottom of the head. Just remember that STI's can be present along the shaft so it might be wiser to cover it all.
As for oral sex on a female vagina or anyone's anal area, there are a variety of sites that describe dental dam use and how to obtain or make them. A couple are below.

First off dog, you need to cover the entire sausage. If not, and you just want to cover the head of the penis, you risk leakage from only a small amount of protection.
Be safe and completely cover your pecker.

Hope you can't---what a weird idea, would not contain all of the semen, so what is the point. Plus it would likely pop off and maybe even get stuck up in her, then you'd have to fish it out.
