Well this really depends on what you want to see. There are some art muesums, I went to a few, mostly all local art of course. Going to a soccer match can be pretty crazy and fun. Of course at night there are some fun bars, casinos and crazy places to go to, though I can't remember any of the places names or where they were unfortunately. Goree Island is a popular tourist destination (where the slaves were housed before being taken in the boats. Dakar was a very major staging point for slavery, just in case you didn't know) I always liked just walking around downtown, shopping and window shopping. Buying a fake Rollex is always fun, though keep in mind that it takes forever to bargin people down to reasonable prices. Sometimes just buying a pair of shoes and a few shirts could take all day, if you really want to bargin and get the best price. But sometimes its just fun.
If you want a local perspective, hop a rapid, though you've got to be at least a little brave to do that. There are boats to rent at the marina and wood workers and other crafts people (drum makers, leather workers, artists) around the tourist areas. I always liked the art, I didn't buy enough of it and I do regrete that. I loved the little wooden chairs, just two pieces of wood, but surprisingly comfortable, take a seat in one at a shop and see what I mean.
For any current happenings, you could ask a taxi driver or just walk around down town and look at all the posters that are put up everywhere. Taxi's are so cheap that you could have a tour of most of Dakar for just a few dollars equivelent. I can't think of anything to say other wise as a "main attraction" Dakar has a few famious buidings and such, but nothing that really is special. I had more fun getting out of Dakar and taking some tours of the surrounding areas and learning about the locals and their culture. Watching the end of the Dakar Rally is something special though, that's a good suggestion from the previous answer.
There is so much to see in any town, just taking in the dirt and people and colors, maybe a mosk as well, just have fun and talk to people, the locals know where to go.

They sell radishes and coke on the wharf but nothing else.
Best time to be there would be early January when the Dakar Rally arrives.
