I used to have one of those. I would rather try to repair the frame than deal with the hassle of an unusual situation. You should be able to title the new frame but it might be a provisional title for a while. Each state has its own laws and you will have to go to your county clerks office who deals with ownership and titles to get the information. Go there with the replacement frame numbers when you ask so they can check if it is stolen. Better to give it up without any parts on it if it is stolen.

Where is the frame damage? If the neck/steering head is still good, take it to a welder and have them cut the steering head off your frame and weld it onto the replacement frame. This way you will avoid any issues with title and licensing.

It depends on where you live. In my stse. Wa. Bike are titled to the engine. Check with your local Highway patrol.
