my cousin was brought up as a boy from and from early age he always wanted to be a girl. He started developing as a Girl when he was about 13, He is now 17 and looks 100% female is it possible to change his birth certificate to female as he/she has both sex organs down there

I know that from being a transwoman myself, it is possible to get a birth certificate changed in some states through different procedures. She may be able to go through the legal system saying that the doctor made an error and force the record to be changed, but I'm not an expert on medical law. An attorney specializing in medical law would be the one to see about getting the doctor's error changed.

I'm really sorry for her. That's sad. She needs to get surgery and she can get her birth certificate changed last time i checked. Send my best regards to her.

the court may do anything you convince it to do with good legal argument. go for it man/ gal.
get an attorney. file a motion or brief or whatever.( try san francisco courts)

Assuming that this story is true, he/she would have been involved with physicians that are aware of his/her medical condition. So my suggestion be to talk to the physician. God bless
