in what dungeon is this move attainable???

you can find frustration in many of the dungeons, from silent chasm to sky pillar - but since it's an item based on chance, there is no way to guarantee that a frustration will be here or there.

BUT!

if you save your game with less than eight jobs in your job list, and have room for more jobs, you can save, and start the game and use this wondermail code at the main screen for a job to get a frustration TM.

i believe it will only work once though
