Satellite imaging... then they fly planes into the storms to get wind speeds. Once it reaches hurricane strength, it goes from a tropical storm to a hurricane.
The names are predetermined, alphabetically, alternating between male and female names. These lists are made years in advance.

it goes alphabetically...one letter after the other...beginning the year with letter "a". They (who the **** are "they", don't ask me ;0) pick a name beginning with the letter they're up to and there it goes...you have let's say alfred, then beatrix, then carolyn, etc, etc...
