I live in CT and have been to Mystic many times. Weather in New England is very unpredictable. January is usually the month we get the most snow, however like weather anywhere....you just never know for sure!

I grew up in Connecticut and currently live in Massachusetts, and I have to disagree with Janine above. Yeah, it's cold. Yeah, it might snow. Just like in the summer it might be over 95 degrees and there might be torrential downpours. Most of the time driving around here in the winter is no problem - even when it snows, the snowplows are out keeping the roads clear. If it's a bad storm you shouldn't drive during it, but the roads will be perfectly clear within hours after the storm.
You didn't say where in PA you live, but the weather in PA isn't much different from the weather in Connecticut or Massachusetts. The only thing I would warn you about is there are lots of attractions, especially along the shore, that are only open in the summer. So check ahead of time to make sure that where you want to go will be open.

I live in Connecticut and would strongly advise you against visiting Mystic in January. There will be nothing fun about about it. It will be freezing and icey and you might meet with a snowstorm. Connecticut winters are horrible, unless you like cold weather. I would advise that you wait until the weather is nice again to visit Connecticut.
Though I am glad that you enjoyed your visit here in the summer. Visiting Connecticut would be strongly advised for the warm weather months only.

In the winter, the average high temp in Mystic is 34.2 degrees, average low is 19.6 degrees. January is the coldest month for all of CT. I don't really think it's a good idea!

Kris' Answer is apropos. Mystic in January typically averages a couple degrees colder with a greater chance of snow than Philadelphia, but a couple degrees warmer with less chance of snow than, say, State College.
