you can play around with various papers, but toilet paper works excellent, after all it is made to disintegrate in water - avoid paper towels they are made not to disintegrate when wet.
Put maybe 2 rolls of toilet paper in a bucket of water. You may want to leave it overnight to make sure it disintegrates into fiber. If necessary mix vigorously.
Take the paper pulp and put it in a strainer, sieve, whatever, to get rid of excess water. Throw paper pulp in your clay mixer into clay slop. 1-2 rolls per bucket of clay should be a good place to start, but you can experiment with that. You can make the clay slop either from recycled clay or whatever clay receipe you use. It should not be very firm, so the clay will mix well with it. Put a bit of bleach in there as well. Paper clay starts to disintegrate fairly quickly after you made it and it will get smelly. With a little bit of bleach in there you delay bacterial growth a bit.
After everything is well mixed, use either dry clay powder to get your clay to the required consistency or put onto a plaster bat. Or a mix of both.
There is a book all in praise of paper clay and there are quite a couple of websites as well.
