not one of the above, he merely stated that he would not make usa aside of it until it created a point enjoying field for all countries, which I do accept as true with even with the undeniable fact that the clock is ticking for the international to gets its act mutually and that i don't think of that the human international will end earlier the time is up.

He withdrew from it.The US is the worlds largest polluter and as most of that pollution comes is related to the oil business,GWB didn't want to upset his friends.
