In reading your added update, as its worded, I say No.
Substance abuse alone when pregnant does not lead to physical abuse. However, children that are born with behavior problems mentioned above are prone to abuse by adults.

Being pregnant and using drugs or drinking is considered child abuse once you are a certain time along.
If you drink and do drugs what even makes you think the child is going to survive and if it does WTF makes you think you will have a chance at keeping it? By law every baby born must be tested for drugs and same goes for the mother and if anything is found in either systems the baby will be taken and the mother will be charged and if the baby is born with a birth defect or some kidn of retardation the hospital will do test to find out why and once they do you can kis the baby goodbye.
My aunt is a member of DCF and every year she snatches dozens of babies no sooner they are born because thier mother used drugs or drank while pregnant, some times the mother never even gets to see her child when it is born, as soon as it comes out the DCF member takes the child away.

Yes, she obviously doesn't care enough about the child's well being while he/she is in the womb so chances are she won't care when they come out. Not to mention that drugs and alcohol can severely effect your judgment and mental stability so they may be violent drunks.
