Yes, though in embarrassingly small amounts The overwhelming majority of Europeans participated willingly in the Holocaust.

The approx. 16,000 folks in Europe who helped hide and save Jews from the death squads are honored and remembered by the Jewish people as "Righteous Among the Nations"

Yes, many Germans tried to help Jews. Oscar Schindler was one. Lesser known is the Japanese diplomat who tried to help a lot of Jews get out of Germany, Chiune Sugihara.

Yes, there were some Germans who helped the persecuted Jews during the Holocaust, as well as Poles, Romanians, Hungarians etc...
Most of the Holocaust survivors were alive thanks to these god and brave people (some of them have got the appellation of "Righteous Among The Nations": http://en.wikipedia.org/wiki/Righteous_Among_the_Nations)

The German people who had hearts and who realized the atrocities that were occuring did help. You have to remember that if they were caught helping then they would have been punished too. But God Bless the ones who helped their fellow human beings.
