Here's what I think.

I don't think it was. Of course this is just pure speculation, but he or she used more than one rare stamp. I wish this article would have said from what years, but on the 1918 upside down Jenney - I think it could have been for good luck. The 1918 senate elections were very close, with Republicans gaining control with a very small minority - 49-47 out of ninety-six possible seats. The Republicans also took control of that house that year, by taking 25 new seats. People were not happy with the Woodrow Wilson and US involvement in WWI. Coincidence? In addition, the nineteen-eighteen mid-term house and senate election was during Wilson's second presidential term. Coincidence? Perhaps the mailer forsaw the situation would be flipped, like Jenney, for our 2006 election occuring under similar circumstances. What do you think?

Maybe the person thought the plane was right-side-up and the stamp itslef was upside down LOL

I think that some stamp collector will figure out who had it and used it! with rare stamps like other raritys somebody knows where they are located? it would be a shame someone with alzheimers used it from a collection?you notice they already said "its govt property now"! real quick?

I think sombodey made a misteak on the stamps when they mailed the stamps to the absent voters they acecedently sent some valuble stamps by misteake

NOTHING surprises me in today's political arena any more.
And I do NOT think that "coincidences" are included [in today's politics], either. :|

However, you could have provided a link or two showing where you got your info from and also about the incident you are describing. ;)

A thief.

A child.

A senile person.

An act of hate against the owner by a caretaker or relative(another form of theft).

I think it was some old person who found an old stamp in a drawer and decided to use it.
