When I was a little kid, my mom gave me a quarter to put in the plate every week. One week, she didn't have a quarter, so she gave me a 50 cent piece. It broke tradition for me, so when I put in the coin, I took out a quarter in change.
Somehow, no one saw the 50 cent piece go in, but I was scolded publically for stealing. It wasn't the proper response fro the adult.
Frankly, what would Jesus do? To me, I believe he would have stood up for me to the lady that wrongly accused me of stealing. He would tell me that it took courage to break men's taboos - getting change out of the plate.
For your neighbors child ... he'd be gentle, that's for sure. He wouldn't be heavy handed.

What exactly can you do
A) annouce it to the entire church and look like an ***
B) Pull the parents aside and tell them in which you'll only get the "not my kid response"
C) Tell the kid yourself which ultimately back fires and your assumed to be mental.
I'd just keep my mouth shut... what goes around comes around you know.

He has no business stealing in the house of God and I would tell him to put the money back, I wouldn't care who got mad at me for saying something.We need to teach our children, right from wrong.

I would let his parents know whats going on. I would assume that they are not aware of this if they are sitting up in church.
