I would try "Song in the Silence" by Elizabeth Kerner. One of my best friend's in high school loved this book, and there are sequels in "The Lesser Kindred" and "Redeeming the Lost." These books are largely about a young woman and a dragon, who actually fall in love with one another. It sounds strange on the outside, but it all makes sense as you are reading it. It is seperated into many, many sections, and each section is narrated in the first person by a character in the story, mostly by the two main characters. In that way, you get to see emotions of many, many characters. It definitely has the romance and the emotion, and the adventure is more dragon, romance and action based with some magic, but it isn't mostly about the magic. At any rate, it's the best I can offer up.

If it doesn't suit you, then I'd go with the other poster's comment--The Sword of Truth books by Terry Goodkind (beginning with "Wizard's First Rule") are certainly hardcore magic and lots and lots of romance--the two main characters are heartbreakingly in love with one another, and are always fighting to remain together. Don't let the first cover throw you off--it's a great book. The later titles have much better cover illustrations. The violence and sexuality are much more graphic, though I've read much, much worse--like any book by Laurell K. Hamilton.

So many books. Try Dennis McKiernans duology entitled: INTO THE FORGE and INTO THE FIRE. And basically everything he has written except The Caverns of Socrates, which even he said was not one of his best works. Andre Norton's works. Raymond Feists books. Fred Saberhagen's stuff, Robert Heinlein, H. Rider Haggard and H. Beam Piper if you like the older sci-fi/fantasy works and you can find their books.

Harry Potter.
Don't laugh, they're actually very good and the characters are loveable. I found my self falling in love with Harry's godfather Sirus. Plus you can follow the budding romance of Ron and Harmony. As well as the triangle of Harry, Cho and Ginny

There are a couple of series by David Eddings that have very full characters and emotional twists and turns.

All of Tamora Pierce book are all very good. i am in love with them. they are a little advanced readings...not for very little kids!
