most states will put troubled teens into this program free of charge. you should contact your local children's or social services agency and ask them what needs to be done to have an intervention for your niece

When I was 14 I did the same things and I went to a program called Lifeline, it wasnt cheap but a lot of times you can get help with the payment through church and relatives and they can put you on a payment plan. Otherwise, I don't know where you are and that place is in Utah so the travel might be too much. Otherwise, I know of a lot of wilderness programs in Utah too and those are intense, though I don't think they necessarily help the person help themselves. I do think they are good for scaring people though. If you want information about any of these places go to the following sites:
http://www.drug-rehabs.com/
http://www.snwp.com/
http://www.passagestorecovery.com/
http://www.lifelineutah.com/

I hope I helped! None of these will be cheap but your sister can do it. I saw mom's do it all the time and get help from friends, realtives, neighbors, churches and everywhere they could find. I will warn you though, it takes a solid commitment and it's hard to keep with that commitment as your child starts changing positively and you don't think anything it wrong with them anymore.

You can use drug rehab, but if she is not ready there is not a whole lot you can do in that situation. Your mom needs to sit down and talk to her and let her know what is coming up.
Saying no does not work you have to educate her and let her make her own decision though. My parents took me to an ex drug users house. On the way there my dad like totally built him up saying that this was the smartest guy he knew and stuff, then when we pulled into the drive way he said that he then went on crack.
Boy was I shocked when i met I mean there was no way that this guy could even tie his shoes any more. Man was I scared straight.

It is a very hard situation to be in. Talk to the area resources, like salvation army or a family outreach program many times they can put the family on the right track for low cost or no cost in patient rehabs. And for the mom have her contact alanon or narconon in her area they can also help.

she can talk to the officials at the juvenile court about having her daughter ruled "unruly". She will be in special court ordered activities, school, even locked up for periods of time for breaking the rules. kind of like probation. Sounds harsh, but if the girl wants to act like a bad azz, let her see what life is like as a bad azz. Once shes 18 its off her record any way.

It's not that difficult. They should call her bluff. If she runs away, pack her stuff up, put it outside with a nice note saying, "When you can live by MY house rules, (list the rules) you are welcome to come back. Good luck."
OR
Have her busted for drugs and let the state pay for the rehabilitation.

Detention homes are quite inexpensive and sometimes quite informative and educational.
